Guided reading and working with students at their level vs the mean of the entire class is necessary. Well managed centers and beginning slowly are the two suggestions I would have. Have a very, very clear system of how students proceed, both within the center and on to other centers. Then start with one skill introduced to the whole class...a word chunk, for example. Develop a center or two around this skill. Be sure students know the procedures for behavior and how you will check the work they do. The whole class can be working on these same two centers as you watch how they work and what they do when finished. There are many, many resources out there to help, too.
